The bidding number is: ZJ-FG-Philippine Pasig River Bridge Project-011. The bidder is China State Construction Engineering Corporation. The project has met the bidding conditions, and the project is now open for public bidding. 　　3.2 服务质量标准：具备中国端港口接货、中国出口报关（以招标方名义）、订舱（国际干线广州南沙港、虎门港或珠海港－菲律宾马尼拉港）、菲律宾端操作：菲律宾使用China State Construction Engineering Corp.Ltd进出口牌照负责所有货物的进口报关、检验检疫手续及进口清关并将货物运输至招标方指定地点交货。

　　Service quality standards: With Chinese terminal port receiving, Chinese export customs declaration (in the name of the tenderer), booking (international trunk line Guangzhou Nansha Port, Humen Port or Zhuhai Port - Manila Port, Philippines), Philippine terminal operations: The Philippines uses the China State Construction Engineering Corp. Ltd import and export license to be responsible for the import customs declaration, inspection and quarantine procedures and import customs clearance of all goods and transport the goods to the location designated by the tenderer for delivery.

　　3.3计划交货日期：计划开始发运时间2026年4月—2026年10月，按施工计划分批发运，拟采用散货船运输的物资约分3批发运、其他拟集装箱运输类物资分2批发运。

　　4.投标人应具备的资格条件Qualifications required of bidders： 

　　4.1 投标人条件Bidder Qualifications：

　　4.1.1 具备法律主体资格，具有独立订立及履行合同能力。

　　It possesses legal person status and the ability to independently enter into and perform contracts.

　　4.1.2 在国家有关部门和行业监督检查中没有不良记录。

　　There are no adverse records in the supervision and inspection by relevant national departments and industries.

　　4.1.3 投标人必须是具有独立法人资格，依法取得有效的营业执照，营业执照经营范围必须涵盖具有跨国运输业务能力的报关、清关服务商或联合体。

　　Bidders must be independent legal entities with valid business licenses, and the business scope of their business licenses must cover customs brokerage and clearance service providers or consortia with cross-border transportation capabilities.

　　4.1.4有良好的社会和银行信誉、充足的资金保证。未在中建系统不合格（含不良行为）名册中。

　　It has a good social and banking reputation and sufficient financial guarantees. It is not on the list of unqualified (including misconduct) entities in the China Construction system.

　　4.1.5具有跨国运输订舱、码头接货、报关、菲律宾境内清关、运输组织的相应资格和能力。具有完善的运输质量保障能力。

　　It possesses the necessary qualifications and capabilities for cross-border shipping booking, port reception, customs declaration, customs clearance within the Philippines, and transportation organization. It also has comprehensive transportation quality assurance capabilities.

　　4.1.6服务商注册资金要求。中国境内公司注册资金500万元以上，菲律宾境内注册股本合计金额200万比索以上。

　　Service provider registered capital requirements: Companies registered in China must have a registered capital of at least 5 million RMB, while those registered in the Philippines must have a total registered capital of at least 2 million pesos.

　　4.1.7能够开具合法有效的发票。

　　Able to issue legal and valid invoices.

　　4.1.8中建股份内部供应企业也属于供应商范畴，纳入供应商管理。

　　China State Construction Engineering Corporation's internal suppliers are also considered suppliers and are included in supplier management.

　　4.1.9招标方在招标过程任何阶段发现投标方相互关联的，取消其投标资格。投标单位关联关系认定详见附件《关于投标单位关联关系的认定说明》。
